Joy Chen is an American public leader, writer and public speaker of Chinese origin based in Los Angeles, US.
At 31, Joy was elected Deputy Mayor of the City of Los Angeles. While in office, she was in charge of vocational education and labor training. Programs under her oversight were considered the best of their kind across the States. In 2007, the College Access Program led by Joy was signed as state legislation by the then-Governor of California, Arnold Schwarzenegger. Thanks to this program, children from more than 100,000 households had the benefit of higher education. In addition, Joy developed new staff training programs for companies in Los Angeles. Through such programs, their staff were equipped with essential skills to succeed in the global market of the 21st century.
After she quit public service, Joy worked as a manager at Heidrick &Struggles, an international executive headhunting agency and managed its transnational executive headhunting business. Now, she has set up her own elite headhunting firm, Chan Partners, in the United States.
As part of her headhunting practice, Joy found that the prospects for promotion are disheartening for young Chinese workers in transnational companies. In 2010, she launched ‘Global Rencai’(www.globalrencai.com), a bilingual blog on career development and posts in both English and Chinese her experience of rising in top companies.
The latest work by Joy Chen is titled Do Not Marry before Age 30. It was published by CITIC Press Corporation in May.
